PREAMBLE
We, the matriculating students in the undergraduate and graduate programs of Rollins College Hamilton Holt School, in fulfillment of the right to act as the liaison between the student body, the Administration, Faculty, and Staff; in fulfillment of the right to participate in the governance of the College; and in recognition of the responsibilities inherent in the exercise of those rights, do hereby set forth this document, the Constitution of the Hamilton Holt Student Government Association. The right to representation and participation in this Association shall in no manner by abridged or denied on the basis of field of academic study, religion, race, color, national origin, gender, sexual orientation, handicap, age, political or personal opinions.
ARTICLE I
NAME AND PURPOSE
A. Name
This Association shall be acknowledged as the Hamilton Holt Student Government Association, hereafter referred to in the Constitution and the By-Laws as the HHSGA.
B. Purpose
The purpose of the HHSGA shall be:
- To represent student opinion and concerns to the Administration, Faculty and Staff of the Rollins College Hamilton Holt School;
- To provide a forum for the discussion of issues concerning the student body;
- To advance the academic standards of the College and heighten awareness of the responsibilities inherent with membership in the college community;
- To promote the welfare of the student body by providing an avenue for student expression, social interaction, and culture awareness.
ARTICLE II
GOVERNMENT
A. Branches
The HHSGA shall be composed of two branches: the Executive and the Legislative. Each of the two branches shall exist separately with independent powers. The responsibilities of each branch, enumerated in the Constitution and the By-Laws, shall serve as a check and balance within the Association. Both branches of the HHSGA are responsible to and for the student body as provided by the Constitution.
B. Executive Branch
- The Executive powers herein granted shall be vested in the President and the Executive Committee.
- The Executive Officers shall be composed of the President, Vice-President, Secretary, Treasurer, and the Editor of the HHSGA.
- The Executive Committee shall be composed of the following officials:
- The officers of the HHSGA,
- The Representatives of the Faculty,
- The Representative of the Office of the Dean of the Hamilton Holt School,
- The Representative of the Alumni.
C. Legislative Branch
- The Legislative powers herein granted shall be vested in the Vice-President and the Senate of the HHSGA.
- The Legislative branch shall be composed of undergraduate and graduate students of the Hamilton Holt School.
D Limitations
The HHSGA shall in no manner restrain, impede, or disavow the right of the students to express their concerns directly to the Administration, Faculty, and/or Staff of the Hamilton Holt School.
ARTICLE III
REPRESENTATION OF THE FACULTY
The President of the HHSGA shall tender written invitations to the faculty to serve in a non-voting advisory capacity. Said invitations shall be tendered to at least one (1) but no more than two (2) members of the faculty at the discretion of the President. Said invitations shall be tendered within seven (7), but no more than fourteen (14), days prior to the commencement of the Fall Term.

The Representative of the Faculty shall in no manner restrain, impede, or disavow the right of the students to express their concerns directly to the Administration, Faculty, and/or Staff of the Hamilton Holt School.
ARTICLE IV
REPRESENTATION OF THE ADMINISTRATION
At the discretion of the Office of the Dean of the Hamilton Holt School, a representative of the Administration shall be seated in the capacity of a non-voting advisor to the HHSGA.
A. Limitations
The Representative of the Office of the Dean of the Hamilton Holt School shall in no manner restrain, impede, or disavow the right of the studies to express their concerns directly to the Administration, Faculty, and/or Staff of the Hamilton Holt School.
ARTICLE V
REPRESENTATION OF ALUMNI
Upon the recommendation and approval of the HHSGA, a Representative of the Alumni shall be invited to serve in the capacity of a non-voting liaison between the currently matriculating student body and the Alumni. Said invitation shall be tendered to at least one (1), but no more than two (2), members of the Alumni. Said invitation shall be tendered at least seven (7), but no more than fourteen (14), days prior to the Fall Term.
A. Limitations
The Representative of the Alumni shall in no manner restrain, impede, or disavow the right of the students to express their concerns directly to the Administration, Faculty, and/or Staff of the Hamilton Holt School and the graduate programs of Rollins College.
ARTICLE VI
ETHICS
The members of the HHSGA Executive and Legislative branches, being cognizant of the responsibilities inherent in the representation of the student body of the Hamilton Holt School, shall abide by and uphold the ethical guidelines as outlined in Article VII of the HHSGA By-Laws.
HHSGA Officers and Senators shall in no manner restrict the rights of representation in or participation of their constituents on the basis of field of academic study, race, religion, color, national origin, gender, sexual orientations, handicap, age, political or personal opinions.
All HHSGA members shall abide by proper business practices having the qualities of honesty, fairness, consideration, and professionalism.
All HHSGA members shall abide by and uphold all standards and practices of ethical academic behavior as established by the College.
ARTICLE VII
FISCAL RESPONSIBILITY
The Treasurer shall administer the finances of the HHSGA in the manner specified by Article VI in the HHSGA By-Laws.
ARTICLE VIII
EFFECTIVE DATE AND AMENDMENTS
A. Effective Date
This Constitution call become effective upon:
- Ratification by a two-thirds majority vote of the active members of the Senate, and/or
- Ratification by referendum.
2.1 Ratification by referendum shall be constituted by a simple majority of votes with the participation of a simple majority of the student body of the Rollins College Hamilton Holt School.
B. Amendments
Any currently matriculating member of the Rollins College Hamilton Holt School, as well as any member of the HHSGA, shall be eligible to submit proposals for amendment to the HHSGA Constitution and/or By-Laws. All amendment proposals to the HHSGA Constitution and/or By-Laws shall follow the procedures in Article XI and Article XII of the By-Laws.
